The Minister of Finance, Prof. P. Lieftinck, announces and declares the coming monetary reform on September 26, when all bank notes will be declared invalid; bank accounts will be blocked and the banking secrecy abolished. Also a total registration of possessions will be enforced and every Dutch citizen receives ten guilders in new bank notes every week until October 3. The government takes these measures to get a hold of the money made by black marketeers and collaborators during the occupation. SHOTS: The speech by Lieftinck is alternated by shots used as an illustration of his argument: a.o. newspaper headlines; bank statements; deposit books; and bank notes.
